You know you’re about to be insulted when someone starts their thought by telling you they respect you. “With all due respect” is a lazy and inarticulate way of expressing one’s opinion. It communicates a person is unwilling to articulate their position in a way that doesn’t insult your character, therefore they are trying to absolve themselves from the blame of the hurt they may cause. It’s like putting a band-aid on you right before they cut you - not helpful.
